    This is a question I ask myself a lot! However, I think you could start playing the game, get to a point where you feel comfortable enough to play around with the story (You will already know who lives and who dies so that you know how to build up some drama around that and you will know which characters are worth introducing and everything, it could be pretty dissapointing for you if--

    you think of an awesome backstory for a character and start developing it. Then you publishi your chapter and as you write the next chapter, that pokemon dies. Darn, that's pretty harsh).

    This is specially good to do with games that you have played before or know most of the plot points in it since even if you haven't gotten there yet, you kind of know what's going to happen and you can play around it. For new games, however, I think playing first while making notes is the safest approach. I hope this helps you!
